Notes:It is very rare to find a Hasui scroll. Dated and signed in typical Hasui scrawl in the lower area. The dating "乙丑孟夏" reads "Ki-no-toushi, icchuu" which translates to "the beginning of summer, in the second of the sexagenary cycle" (see Wikipedia for an explanation). The sexagenary cycle repeats only every 60 years, and the kanji pair "乙丑" (meaning the year of Yin wood and Ox) thus refers to 1925 (to be specific it refers to Jan 24 1925 to Feb 12 1926). The years 1865 and 1985 are also "Yin wood and Ox" years but obviously do not match Hasui's period of activity. So this scroll dates to the beginning of summer in 1925.

But does the signature match that of Hasui's signature from around that time? We can't be too careful, can we, because Hasui's signature changed a great deal over the 40-odd years of his artistic career, so if this signature matched a different period we would need to be suspicious. If we go to my research database JAODB we will see that the signature does indeed match Hasui signatures for the circa 1925 period, for example:
1924, 1924, 1925. They are all a very close match. No matching scroll box unfortunately.

状態:絹本・肉筆。全体に焼け・染み・汚れ少々。 箱無し。作画中にあります乙丑孟夏は1925年(大正14年)孟夏=初夏。 〔「孟」は、はじめの意〕 つまり巴水42歳初夏に制作された作品とわかっています、歴史的検証価値ある1品です。ぼかして書かれた富士山は朦朧体と呼べる、明治時代に確立された没線彩画の描絵手法であり横山大観、菱田春草等によって試みられた没線描法です。洋画の外光派に影響され、東洋画の伝統的な線描技法を用いず、 色彩の濃淡によって形態や構図、空気や光を表しています。 画中の色合いですが、藍色は浮世絵に使われるまさに紺色そのものであり、浮世絵画家としての所作が窺い知ることができます。
